"details": "Ronaldo Lemos is a Brazilian lawyer, academic, and public intellectual recognized for shaping digital and innovation policy. He is the architect of Brazil’s landmark Civil Rights Framework for the Internet (Marco Civil da Internet), which established net neutrality, privacy, and freedom of expression as guiding principles. More recently, he co- authored Brazil’s first comprehensive Artificial Intelligence law, enacted in the state of Goiás in 2025, and played a key role in drafting the state’s Critical Minerals and Rare Earths law, a pioneering framework for the sustainable development of strategic resources.\rLemos holds a law degree and Ph.D. from the University of São Paulo and an LL.M. from Harvard Law School. He is Founder and Chief Scientist of the Institute for Technology and Society of Rio (ITS Rio). He served as Professor\rat Columbia University’s School of International and Public Affairs (2017–2020) and at Schwarzman College, Tsinghua University (2020–2022). He also serves on the boards of the Meta Oversight Board, the Spotify Safety Advisory Council, and the Stellar Development Foundation. In addition, he is the creator and host of Expresso Futuro, an award-winning documentary series on global technological transformations.",
